RTR Selected As Team Member To Perform Operational Test And Evaluation Services

RTR Technologies is part of the Traveler Enforcement Compliance System (TECS) Modernization Program, managed by Customs and Border Protection (CBP), to provide independent Initial Operational Test and Evaluation (IOTE) services for the TECS Modernization technology solution. This component of TECS Modernization focuses on providing the next generation of the system used by CBP Officers to perform Secondary Processing at ports of entry. The programs principle goals are to maintain or improve service and security at the border, improving the effectiveness and efficiency of Secondary Processing by:

Providing critical information to support admission and enforcement decisions.

Simplifying use of the system.

Eliminating the need to re-enter duplicative information.
RTR is prepared to serve as a component of the Operational Test Agency (OTA) and has extensive experience in:

Current passenger inspection operations at the air, sea, and land border ports-of-entry (POEs).

Independent Verification and Validation (IV&V) of technology solutions and their impact on service and security at the border.

Familiarity with testing and evaluation processes utilized by DHS and initially established by the Department of Defense.
RTR team IOTE engineers have been involved with numerous test plans, test events, test reports and Test and Evaluation Master Plans (TEMP). Our engineers will interact and work with the OTA and TECS Modernization Program to understand the project details to ensure all aspect of the requirements are tested.
RTR will partner with Stanley Associates, who has supported the Navy Operational Test Authority for more than 9 years. Stanley is integrated into the organization as trusted agents, innovators, and technical experts in the field of Operational Test and Evaluation (OT&E).
